createUpdateManifestSignatures(
info,privateKeys):UpdateManifestSignature[]
Signs the manifest with every given key and returns one signatures entry per key, in order, each
tagged with the id of the key that produced it. UpdateInfo.signature is the first entry's signature.
Throws when privateKeys is empty — callers decide whether an unsigned manifest is acceptable.
