collectManifestSignatures(

Every signature carried by a manifest, as candidates for verification: the entries of
info.signatures (each tagged with the id of the key that produced it) plus the legacy
top-level info.signature (untagged) when it is set and not already present in the list.
Blank entries are dropped. An empty result means the manifest is unsigned.
