Function: parsePublicKey()
parsePublicKey(value): KeyObject
Accepts an Ed25519 public key as PEM (-----BEGIN PUBLIC KEY-----) or as raw base64-encoded SPKI,
and returns a normalized KeyObject. Throws if the value is not a usable Ed25519 public key.
